Free speech or littering?

Dear Editor,

The “KC Blast Team,” an advertising outfit reachable only by a telephone number, just threw a package of stuff on every driveway in our neighborhood. I’m told that this annoying practice is “free speech” and no city license or permission is necessary to distribute incipient trash this way.

But this was even more entertaining: “We are KC BLAST PACK, we have brought you a diverse bag chalked (sic) full of local businesses...” Grammar lessons obviously needed.
